The career management is an all-new concept in the Human resource management.. The successful career management can carry out the win-win benefits of organizations and individuals .Now, the government also participates in public officials' career management. Government's career management can help public officials develop themselves, and enhance the government's productivity. The study of government's organization career management is an all-new study, and the study has great significance..So, this study focuses on the structure of organization career management, using the public officials of A State tax bureau as testees to do a preliminary study with the methods of literatures, interview, and questionnaire, the results lay a theoretical foundation and practical director for organization career management of government..This study is debided into five parts : The fisrt part introuduce the background and meaning of this study; The second part studies on the related throries and studyes of our study. The third part constructs a questionnaire for organization career management. And introduces the structure, design, hypothesis ,procedure and methods. In the fourth part, we construct a four-factor model of organization career management by factor exploratory analysis, and validatory factor analysis The four factors are: Career direct; Care for staff; Organization support; System guarantee Meanwhile , by One-way ANOVA, correlation analysis , SNK and T Test, The result indicates the effect of population variables on the scores of organization career management, and weather organization career management can affect the stuff's performance and working satisfactory. In the fifth part we summarizes the shortage of this study and the prospects of next study .
