The ethic thought of rationality is constantly extending and deepening when the old times going into the new ones; meantime, the new times is characterized by the "humanity" and "knowledge". The ethic is the core of the humanistic idea and the spirit of the humanistic times. The ethics on personality of free and overall developing is the tendency of individual rationality, while in the new times rationality of life , there is the thought of ethic anywhere and anytime. The interaction and relative promotion between the independent rationality and the cooperative ethics has gone beyond the Traditional. Social rationality and civilization has been produced when rationality proceeds from the individual to the group, which signs the formation of culture of rationality .The thought of ethic of the new times culture of rationality is marked by the idea about "service". The public and national rationality derives from and drives above the social rationality but serves the society at last just as the rationality of group does the individual. The new times rationality of management means the ethic thought, while the law or rule doesn't exist in the ethic. From the self to the group until to the formal organization, from the micro-organization tomacro-organization, there is full of the rationality connoting the ethic of justice-systematic cooperation between the equality and efficiency. The new times rationality connoting the justice is realized through the concreted rule and behavior; on the contrary, the rational resource of rule and behavior is the premise of value or ethic they connote. The new times rationality not only thinks about real existence but also possesses the ethic implication of humanity that seeks the union with the romantic ideal.
