"Xin Meng" is a special social group which comes into being in the social reform during the Spring and Autumn period and the Times of Warring States. It is related with the contemporary social structure and contradictory circumstance of balance and conflict, maintainance and turbulence. So it is the outcome of the fierce conflict of the old and new social systems and their alternate development "Xin Meng" comes from the disintegration of clan. The roving population comes to a climax in the period of Warring stated. With the improvement of the policy of dividing lands, they flow back to lands and combine with the lands.
