The society requires more qualities from the college graduates than it did before. Among all these qualities, lies the English capacity. The fact is, however, the English capacity, especially spoken English ability, of today's college students is not as good as expected. Fortunately, this phenomenon has already drawn the concern among those doing the education. It is pointed out in the College English Curriculum Criterion that the purpose of college English teaching is to create students'applied ability, especially listening and speaking, and enable them to communicate in English, both spoken and written, in their future work. This essay is expected to make some efforts to help improve the oral English of those who do not major in English.This essay focuses on how to improve the oral English of those who do not major in English, taking the research method of questionnaire and interview. This essay is made up of three parts. In Part One, from the results of 400 questionnaires, answered by the college students from several universities in Changchun, and interview of 5 experienced college English teachers, the essay sums up the reasons that cause students'inefficient spoken English. In Part Two, the essay analyzes the reason from the perspective of learners, cultural diversity, educators and schools. In Part Three, the essay puts forward the solutions and suggestions for learners, educators and schools.This essay puts forward the idea that to improve students'oral English efficiently needs the effort of students, teachers and school. Only when each of the three aspects makes their own greatest effort, the best effect appears, that is, the students'oral English can be improved efficiently. However, it is not a piece of cake. All the three aspects and, even, the society have to explore and consummate the way to improve students'oral English ceaselessly, and make contribution to the task of training students to become the talent needed by society.
