Tian Wenjing, born into Han Jun of Zheng Lan Qi, was the "model Du Fu" of YongZheng emperor in Qing Dynasty.Tian purchased a political position hence became a civil servant during the period ofKang Xi emperor. He remained a junior official in the early time of Yong Zheng Emperor butsoon he served as Bu Zheng Shi of Shanxi Province,and Bu Zheng Shi,Xun Fu and Zong Duof He'nan Province, and then as Zong Du for He'nan and Shangdong provinces. In He'nan,he reduced the deficit, improved the tax policy for silver ingots, carried out the policy of"anti-corruption by considerably increasing income", reformed bureaucracy and all hisreforms greatly developed He'nan's economy. Furthermore, he faithfully implemented YongZheng's political philosophy and tried to mediate among central government, privileged classand the masses, and constructed irrigational programs. However, his policies threatened toomany people he made us of sweeping impeachment, at the same time his personal history as a"purchased official", made him a controversial figure. This thesis tries to analyze Tian'spolicies and their relationship with the political guidelines of Yong Zheng and evaluates thosepolicies' historical significance. This thesis makes a comparative and relevant researchbetween Tian's policies and Yong Zheng grand guidelines and points out the significance ofYongZheng's rule in Qing Dynasty and that of his reforms in ancient Chinese reforminghistory. |
