In cold war era, bipolar world system led to many international conflicts, many of which developed into crises. After the end of the cold war, although bipolar system disappeared, the globalization makes the world economy and politics interdependent, the conflicts of inter-regional civilization emerges, so paroxysmal international conflicts become more common . Meanwhile, diplomacy develops into fields such as international trade, developmental aids, debt, investment, technology transfer and intellectual property from politics field. Therefore crisis is believed to be a kind of normality, and it is an important variable in world politics.In abnormality of diplomacy, when a crisis emerges in traditional diplomacy, the negotiations are not enough to solve international conflicts. Therefore it is an important task to introduce the concept of crisis diplomacy into diplomatic theory. The crisis diplomacy is the diplomatic action that the international actors solve the diplomatic crisis under the condition of abnormality of diplomacy. The features of crisis diplomacy are passivism, dualism, urgency and compromise. The decision-making of crisis diplomacy is the temporary and lash-up decision-making that the international actors solve the crisis.In the history of American foreign policy after the WWII, there are many typical diplomatic crises, such as, Berlin crisis, Cuban missile crisis, Iran hostages' incident and Iraq crisis. The effective solutions to these crises depend on proper decision-making of crisis diplomacy and on the capability of government and various organizations and statesmen. The proper settlements of crises have many impacts on the stability of society and politic power and security.After WWII, the U.S. government formed the norms of how to deal with the diplomacy crises based on the containment policy. To solve the crises, U.S. adopts political alliance, nuclear deterrence and cultural intervention. The formation and development of these norms not only have positive effects on the world peace, but also lay the foundation for U.S to realize its global strategy.Since the end of the Cold war, the world has been in turbulence, many kinds of power take part in a new arrangement. When the new century comes, the more paroxysmalincidents happen, uncertainty increases. Many contradictions hidden in cold war become acute. "September 11th incident" is a reflection of these contradictions. Now, the situation of the world is in the greatest change after the end of WWII, crises are becoming normality, therefore the international pattern is changed. By discuss the crisis diplomacy of U.S. in post war era, we can seek the rules of crisis diplomacy, and predicts, monitor, prevent the international crisis in order to gain the more national interests. This is a purpose of the thesis.
