The Research On The United States Civil Service Reform Of 1978

The civil service formed with the development of capitalist democratic system. It has been the main form of existence and expression of modern public personal administration and it is becoming more and more important and profound. The United States civil service is a more perfect and rather characteristic one among the capitalism world. Furthermore, it has significant influence on America politics, economy, society and the whole world. It has unceasingly evolved and reformed since it established in the 19th. America civil service reform of 1978 in the Cater administration was the first time when America comprehensively introspected its civil service that had been thought highly of by west countries. It is also the largest reform in the history of the United States civil serviceBy using the research achievement of the modern politics science, sociology, administration and history for reference, this paper comprehensively investigates and studies America civil service reform of 1978 by analyzing documents. Meanwhile, the preparation process of the reform is researched in details.Chapter Three studies the contents of the reform, especially, some keys such as the establishment of Senior Executive Service and reorganization of personal administration and so on.
