In the early days of the Sino-Japanese War (1937-1945), as the main line of communications which China imported foreign aid supplies, Indochina produced a marked effect in helping National Government break the blockade and support the resistance. As a result, National Government began to show concern in Indochina problems, but it was a pure military measure.The foundation of the China Theater and a series of beneficial diplomatic events, greatly aroused National Government a sense of calling to assist the small and weak nations in Asia, it began to eramine and consider rebuilding the order of Southeast Asia with a mentality of powerful countries, a diplomatic blueprint which China would assist the independence of Indochina had began to take shape.Facing the opposition from Allies suck as UK and the "International Trusteechip" Plan from F.Roosevelt, National Government which was still not very strong at this time had to be careful, yielded from the previous diplomatic stand. Consideving the international situation in the war and it own safety after the war, the leaders of Kuomintang-Nationalist Government made no comment to the suggestion which Indochina would be internationalized.After this, China gradually lost its value which was able to be used as the last base for fighting buck, the actual international status of National Government was also depressed. At the same time, France was liberated, and its voice in post war Indochina problems gradually become even weaker. As China and France were both a little weak in the world, they showed kindly intentions to each other, National Government began to change itsstand into that it agreed France would return Indochina after the war in principle, under this agreement, France gave China special status in Indochina and a political promise that they would cooperate after the war. After the "3.9"Incident, the leaders of Kuomintang acted negatioely, made no comment on aiding Vietnamse Nationalist Party, this distinguished themselves a thought which they planned to abandon Indochina.As the war approached the end, the relations between powerful countries appeared delicate changes. USA changed its policy to France, and adjusted its policy on Indochina at the sametime, improued it policy to meet European powerful countries even more. It made the leaders of National Government decide to put the fascinating policy of assisting small and weak Asia countries aside, begin to negotiate with France about Vietnam Problems. As the disorder of Nation Government, its military and diplomatic departments had quite different attitudes on this problem. Chinese and French troops fought many times in Vietnam, however, the diplomatic officers of two sides held negotiations round by round in Chongqin. Considering the situation, the Frenchmen decided to abandon the benefits in China in order to exchange the support on France returning the postwar Indochina from China. After the long negotiations, the two sides signed an agreement in Chongqin on Feb 28,1946. In March 1946, China began to withdraw its troops from Indochina.
