In the 21st century, a historical turning has taken place in the history of western philosophy,people started to focus on the Philosophy of Language instead of the traditional metaphysics. Understanding and explaining text is the major objective of Philosophy Hermeneutics which is the most influential academic sect and it's theory has been used by many subject in Humanities. But in the field of reading education, which is a frontier science touching with linguistic, literature and education, few people has paid attention to it. In order to analyze the question of the reading education and build the Concept of Reading Education Philosophy Hermeneutics,Philosophy Hermeneutics should has been introduced. Hans—Georg Gadamer,modern Philosophy Hermeneutics'main representative. He elaborated aesthetic experience based on three phenomena as follows: games, festival and symbol. They respectively exposes the way of aesthetic exist, the way of aesthetic presentation and aesthetic time traits. The real understanding is the horizon —merger of text and reader. It comes into being a truth of history and a truth of historical understanding. At last,real understanding will achieve historical effectiveness of understanding ——"effective history "degree. He points out that the meaning of text is a new united body which comes from merger of reader and text and text play a important role as medium of world and myself Human being have world by the way of language using,and the world presents itself to us through language. Here,understanding of aesthetic —meaning—issue become a real philosophy issue firstly. Building of Reading Education Philosophy Hermeneutics based on theories above. The change of reading and understanding theory in the early time of the 20th century has close together relationship with Philosophy Hermeneutics. Meanwhile,we should keep level head that the Philosophy Hermeneutics'influence on reading education is different from the change of reading and understanding theory in the early time of the 20th Century's effect. The concept of Reading Education Philosophy Hermeneutics should be based on Philosophy Hermeneutics principle whose main representative is Gadamer. It emphasizes: exist of text is similar to exist of games; to show the meaning text through symbolism; text's time prescription is holiday's being owned by itself. To build concept of Reading Education Philosophy Hermeneutics, understanding's historical effectiveness is an important issue. Because the core of Gadamer's Philosophy Hermeneutics are understanding and grasping the meaning of text which also reading education's core issue. From view of the meaning, meaning of text come from tradition, reflect in the now time and face to the future; the process of reading education is a process of historical intervention of text's meaning; the process of understanding is a merger of text's world and reader's world. During the meaning coming out of understanding, "the distance of time"plays a positive role. Gadamer has paid much attention to the research of language. Language is also the focal point in reading education research. From the view of languagify, Reading Education Philosophy Hermeneutics Language can conclude as follows: firstly, language confirms the exist of teachers and students; secondly, reading is a process for teachers and students to converse the life; thirdly, reading is a process forteachers and students to enjoy the world together. To build the Reading Education Philosophy Hermeneutics is in order to apply it to the Chinese reading education practice. During the reading education, we should establish new relationship between teachers and students with the instruction of the idea. From the action of reading education, paying attention to diversification of comprehension is very important. From the enforcing method of reading education, we should lay stress on merger to realize conversation. In fact, reading education is a process of teacher—student and text conversation, also between teachers and students. From the view of Gadamer's Philosophy Hermeneutics, to prove philosophy theory in reading education reformation is a necessary work in deepening the theory research of reading education. To some instant, Gadamer's Philosophy Hermeneutics is not perfect, we should do a lot of work to build philosophy theory base totally in Chinese reading education.
