| This thesis studies about public decision-making, with ethical traits of public decision-making as the cutting-in point of the study. Under the background of multi-subject crossing of ethics, political sciences and policy science, the thesis analyses public decision-making from the view angles of ethical dimensionalities, and tries to construct a moral-restricting mechanism for public decision-making.The thesis is consisted of: chapter 1, public decision-making system and its ethical traits; chapter 2, the maximum interest pursuit of public decision-making; chapter 3, the justice pursuit of public decision-making; chapter 4, the responsibility analysis of public decision-making; conclusion, to construct a moral restrictiong mechanism for public decision-making.The part of introduction points out the background of topic-selection of this thesis and the cutting-in point of the study. Through a systematic review of corelated srudies, the author puts forward her own research plan and innovative points, and gives personal definitions of certain keywords that will occur in the thesis.Chapter 1 analyses public decision-making system and points out that public decision-making system is relatively independent in the process of public policy-making. Its decision-making behavior has its own properties. It is relatively independent, target-oriented, selective and interest-oriented and so on. And the ethical traits of public decision-making are utility, justness and responsibility, etc.Chapter 2 mainly analyses public decision-maker as an economic man and the utility pursiut of public decision-making and the ethical risks of the maximum interest pursuit in public decision-making process.Chapter 3 points out, by analyzing public power as the basis of public decision-making, the aim of the exertion of public power is the realization of public aim and maintenance of social justice. Therefore, justice is the core value of public decision-making.Chapter 4 analyzes another important ethical dimensionality of public decision-making, ie., the responsibility traits of public decision-making, discusses the ethcial meaning of the responsibility of public decision-making. At the same time, the author also analyses the dispersing of resonsibility of public decision-making and its ethical risks.The last part is the conclusion. The thesis puts forward that public decision-making should be at the same time a kind of ethical decision-making. In the process of public administration, we must construct a moral-restricting mechanism for public decision-making, including moral self-discipline mechanism, democratic supervision mechanism and responsibility went behind mechanism. |
