Any activity of fine arts will involve the problem of what the standard is. Deal ing with the standards instead of setting up standards, the thesis points out that "standards" have a two-sided characteristic. Comparative certainty and absolute uncertainty, and puts its emphasis on the uncertainty of the standards of evaluating fine arts and the thoughts of the creation of fine arts and the education of fine art caused by it.This text is divided into four parts. The introduction first admits the existence of standard, then points out the misunderstandings of standards: either denial of the existence of standards or pursuit of permanent standard, thus coming to the proposition. Part of cognition deals with the understanding of the uncertainty of the standard of evaluating fine arts. First, it defines the two aspects of uncertainty, and then illustrates the historical materials of fine arts to prove the objective existence of uncertainty, and finally through the analysis of three causes, namely social development, aesthetic, variety, and development of the language of fine arts, further deepens our understanding of uncertainty, pointing out that the uncertainty of assessing standards is an objective and inevitable law. What we can do is to cater to it, understand it, adapt to it and develop it instead of disobeying it. Part of Reflection deals with the thoughts of the creation of fine arts including water color and the education of fine art caused by the uncertainty of assessing standards, and points out that creation of fine arts should make innovations according to the present standards and follow a variety of roads. Education of fine arts should renew educational ideas, change the sole educational mode, guide the students to follow a variety of roads, cultivates students' abilities especially their creative ability. The Conclusion is the summary of the whole thesis.
