Discuses The Human Rights Construction Of The Region Of Shanxi, Gansu, Lingxia In The War Against Japan

During the War of Resistance Against Japan, the Shanxi-Gansu-Ningxia Border Region was the model of all Resistance Against Japan and Democratic Regimes in the whole country, as well as the model of human rights construction. In according to the need of consolidating the Resistance Against Japan National United Front, the border region government, leaded by the Chinese Communist Party, constituted a series of policies and statutes to guarantee people's human rights and adapt phase's relationship. They also disclosed the diehards of the Kuomintang(KMT) Party's crime of destroying human rights. In practice, the border region government gave people extensive rights in politic, economical and cultural field; they established the ensuring system of society, human rights and rights, which made the resisting Japan base a "model of democratic china". The human rights construction of Shanxi-Gansu-Ningxia Border Region featured integrality, universality, authenticity and class character. The practice and features of the border region government's guaranteeing human rights action had important meaning for today's socialist human rights construction to use for reference in aspects of proceeding from the situation of our country, proceeding from the reality, strengthening the legal system, perfecting supervising mechanism, etc.Of course, there were mistakes in the human right construction of the border region government, such as "the Movement of Examining the cadres' history" in Yan'an, which had making a lot of unjust cases. At the same time, because of the urgency and the grimness of the national war, it's difficult for border region people to full develop their personality. From another point of view, these aspects worth our using for reference and reflecting.During the War of Resistance Against Japan, the Shanxi-Gansu-Ningxia Border Region government, by proceeding from the situation of our country and reality ofthe border region and insisting on Marxist human rights theories, defended the people's basic human rights, set an example for all resisting Japan bases and the KMT reigning areas, and accumulated valuable experience for human rights construction in the period of the China's War of Liberation and the socialistic construction. Today, to realize the aim that all Chinese people enjoy full human rights, we must continuously develop the border region government's spirit of hard struggle and serving the people full-heartedly.
