According to international experience,when the per capita GDP is 1,000 U.S. dollars to 3,000 dollars,there is also full of acute social contradictions and multiple social problems. Now China is in this historical period. The imbalance of China's current social is mainly due to the negative anti-social behaviors which are cause by the unbalance. The internal key of social instability is the mentality. The mentality essentially reflects the social problems as well as the livelihood issues. Social mentality is a"barometer"of the economic, political, cultural and social changes.A mature and civilized nation should construct the social mentality, which is a necessary requirement for the scientific development concept of human and social development.
