In order to let more people know art situation in the poor areas, strengthen people's aesthetic consciousness in a poverty, block, remote area, reverse bias in art, to let people know and understand art can play an important role in life, increase the local government's attention in art education, to appeal to young people join arts education in poor areas, according to the investigation on current situation in art at Xin He Xian, let more people aware of the art at the county level in China are not optimistic.By the author's 5 years art education experience in Xin He Xian, He Bei Province, using the observer's perspective, with investigation method, investigation from local people's life situation, traditional folk crafts, current art state, education and its function and art etc, this paper is concluded that education is the important way to narrow the "elite fine art" and "public art" and also the important way to improve local people aesthetic quality, perfect personality, improve EQ, perfecting modern incomplete humanity.In order to reverse grassroots bias that "art is drawing", and let people realized clearly except some painting techniques and paintings, sculptures and other relevant knowledge outside, art is still important on non-intelligent factors such as people's (especially means students) aesthetic ability, personality mold, the EQ and so on. Art education must expand scope, implement national fine arts education.From difference between the elite art and popular art and the two groups engaged in this two aspects, and the important role in improving public education and the national literacy to narrate current situation of popular art (Xin He Xian) and think that art education is powerful way to narrow elite art and popular art.A modeling technology, that can cultivate production workers that social needed with aesthetic consciousness, certain modeling feeling, and modeling skills; On the other hand, as a kind of effective education method, it makes a moral, personality sound, mental developed modern humans in the whole education environment.In the various functions of art, the main is aesthetic function: edify sentiment, purify the mind. Through the art education, people in the artist's many works are experiencing the artist's feelings, empathy with her own experience, in the process of judgment, analyze, and know yourself.The yearning for beautiful, kind hearted, happiness, inevitable in individual behavior, thoughts and behavior, and, in the environment (such as: environmental hygiene, interpersonal relations) requirements have greatly improved, so that has a certain role on the development of local economy and culture.In principle, art educators should have regular professional background, the understanding for art should be orthodox, plays a leading role in the process of education, representing the group of elite art; and accepting arts education groups generally is a minor child (county school art education objects), is the subject in the process of art education accept , representing public art groups. The fusion will narrow the distance of two groups of aesthetic level, improve the quality of people.This paper is in-depth investigation and concrete formed on the basis of practice, from personal experience of, and perhaps will change China at the county level and county level to contribute to education of art.
