This article tries to establish a new cognitive model of interlanguage variation in order to summarize various affecting factors. This cognitive angle may help us trailing the systematic characteristics. On the one hand, the subject will internalize the rules based on their language experience, which explain the lasting stability of interlanguge system; on the other hand, the subject changes the temporary role of the external objective factors by regulating attention, which interprets the stable situational variation. The systematic variation may not only predict the development of interlanguage but also interpret the temporary variety.In this Cognitive Interlanguage mode, the author examines the systematic variation of the negative form of "no", "not". I sorted out the existing research results about negative forms in the areas of Linguistics and Second Language Teaching, and then I designed the testing materials, and invested the negative forms in obligatory contexts. This thesis concentrated on the negative form variation in four situations:The form of time, the meaning of time, time sense. At the same time, I recorded the subject's questions and notes in the process of tests. Finally, the "no", "not" variation was analyzed in the aid of the data statistics and individual interviews.The results show that subjects not only acquire the target language through the formal rules, but also through the rules they process themselves; not only master the explicit prompts, but also pay attention to the implicit rules. This indicates that the subject absorb the rules is actually a process that one uses their own experience to sets up hypothesis and change the cognitive structure. Negative variation is a systematic knowledge-centric process, selecting variants, enhancing some variants, and selecting a specific variant in a given situation.Finally, the author examines the impacting factors from internal and external, and explained why they take effect in the cognitive angle, including frequency, the teacher's instructions, language migration, the location in the context. This research would predict the negative variation, besides, it would give a sign to other areas in interlanguage variation.
