Nothing is more important than eradicating robbery for governmoment.Since the ancient times, the robbery is a threat to the social security. In order to maintain the social stability and security, successive rulers took various measures to eliminate the robber. However, the more laws, the more thefts.In this paper, I make use of archives as main historical materials, examine the robber cases and judicial Practices. This paper contains three parts. In the first part, I discuss the origins of robbers, such as natural disasters, Bannermen and soldiers. The second part draws on the process of the robber cases, including the selection of crime targets, the time of crime, the number of criminals, the tools for criminal purposes and booties, and presents visual images of the robber cases. The third part focuses on the malpractices and judicial control in trying robber cases. In the cources of trying a case,there are three illegal things:malfeasance of Buyi,concealment of robber cases and trying a case over the regulationed time.This paper discusses the causes of these judicial abuses and the judicial control of the Qing government. At the end of this paper, there is an additional part as a conclusion.
