Northern Anhui was the area where floods frequently happened in the history.Particularly after the period of theRepublica of China. Floods happened every year, whether it rained heavily or lightly. Where there was little rain, there was drought. Floods were one of the main natural disasters in the period of Republican China. Floods in Northern Anhui were frequent, harmful, continuous and seasonal. Natural factor and social factor were the two main reasons of floods. The Yellow River's Water rushing into the Sea by way of the Huai He River aggravated the harm of floods.Floods had a dual influence on the society.On one hand,floods caused great loss of social economy and the deterioration of living environment. They brought in disturbance of the; society and the malformation of the-victims'psychology. On the other hand, the government and the society actively took measures to deal with floods. In face of the harm of floods, the government and the society helped the society. The central government and the local government both set up many relief organizations to provide disaster relief.The government played a leading role and the civil forces played an important and supplementary part.
