Objective:To evaluate the operation state of the new rural cooperative medical system in Yuhua District, Changsha, find out the problems existing in the system and make some suggestions for the improvement and implementation of the system.Methods:Collected the report forms related to the new rural cooperative medical system from July 2006 to June 2009. Describe the attending rate, utilization of the fund, the benefit rate, the compensation rate and the hospitalization rate. Data were analyzed by SPSS 13.0.Results:1) The attending rate increased year by year with 86.62% in 2006,96.72% in 2007 and 98.00% in 2008. The growth rate of the attending rate was 11.67% in 2007 and 1.32% in 2008.2) The utilization rate from 2006 to 2008 was 27.29%,77.60% and 81.98% respectively. The growth rate of the utilization rate was 184.35% in 2007 and 5.64% in 2008.3) The benefit rate was 3.53% in 2006,23.53% in 2007 and 27.12% in 2008. The growth rate of the benefit rate was 566.57% in 2007 and 15.26% in 2008.4) The compensation rate for hospitalization increased year by year with 11.32% in 2006,22.19% in 2007 and 32.28% in 2008. The growth rate was 96.02% in 2007 and 45.47% in 2008.5) The average costs of hospitalization in provincial, municipal, county and township-level hospitals in 2006 were 8894.57 RMB yuan,7622.76 RMB yuan,4439.26 RMB yuan and 2500.00 RMB yuan, respectively; the costs in 2007 were 8359.93 RMB yuan,5955.44 RMB yuan,3974.88 RMB yuan and 1750.90 RMB yuan, respectively; the costs in 2008 were 7969.36 RMB yuan,5445.58 RMB yuan,4602.68 RMB yuan and 2095.46 RMB yuan, respectively.6) There were more patients going to the provincial and municipal hospitals than the county and township-level hospitals. The proportion of patients going to the provincial and municipal hospitals was 65.71% in 2006,67.25% in 2007 and 75.60% in 2008 respectively.Conclusions:The attending rate, the utilization rate of fund, the benefit rate and the compensation rate for hospitalization of the new rural cooperative medical system in Yuhua district of Changsha city increased year by year. The average cost of hospitalization in provincial and municipal designated hospitals decreased. The number of patients going to the provincial and municipal hospitals was significantly larger than the county and township hospitals.
