Study On Pension Mechanism Of The Village Doctors

Objective:On the bases of summerizing some literature synthesis and academic achievements, this paper through the analysis of the status of village doctors in participating pension insurance and its level,compared the pension insurance of village doctors in different area and the similar professions in same area, to evaluate the existing pension system to village doctors and analyze their factors,as well as to refered theoretical and practical experience to reasonable solution in some places in the pension for village doctors.And to set different framework polices for pension mechanism of village doctor for different areas,and Provide basis for decision making in pension police formulating to some section of our government, then promoting the scientific development of rural health in our country.Methods:This study had used methods which including literatrue reseach,field sampling,expert interviews and panel discussion,to gathering the data.And then entery and order the data,and count the data by statistics software such as SPSS12.0, and take results by descriptive statistical analysis. The qualitative data are composite analysed by comparison, macro-policy analysis,etc.Results and Analysis:The hardware of village clinic can reach the standard and service provide is also able to meet the current needs.But for the village doctors, they are still scrupulous subjectively. Although the average annual income of rural doctors is increasing,but the pesion of themselves,which is most important in their eyes,can't be sovled.And this affect them a lot. So the pension has become urgent problems to solve for rural doctors currentlyDiscussions:1. The necessity of establishment of endowment insurance system for village doctors. In the view of social justice,because of supplying mendical service,the village doctor should get pension,no matter in horizontal or vertical equity fair demands. But currently,there is no existing old-age insure for village doctors.So,the problem that whether the pension of village doctors can be settled properly determines not only the stable of rural society,but also the health of the peasants.2.The nature of the village clinic and the identity of the village doctorThe village doctors are the ones who supply basic medicine and public health service in rural area,under the great support of the government,and have both the nature of famer and doctor.But in practice,because of the area differences and the job and the social differences during the process of reform and development in our country, it can not be "public" or "private" to generalize. The fundamental is the nature of the village clinic positioning,and the ownership and financial management of the main organizing of the clinic is uncertain and is not uniform across the country.So if fully defining village health and public welfare nature of rural doctors,it should clear the organization of the main village clinic, unify management of them, the power of financial balance give back to the state or upper agency,which can make it complete unifying the public welfare in function and nature,so as to solve this problem of the establishment of village doctors to address this fundamental issue of pension security.3. Influencing factors of establishment of pension for village doctors.By comparing with the status similar jobs,the solution of pension for village doctors,needs not only the national pay attention to their role in public health work,and raise their health benifits;but also clear identity of rural doctors and the nature of the village clinic.So as to build a system.Besides,it should reduce occupational risks of rural doctors,to make them feeling working as at home.4. Analysis and reference of existing rural doctors and security modelFirst,implementing rural integrated. Make village health managed by township hospitals, as a dispatched department.Township hospitals unified allocation of the village doctor within the towns, and take revenue and expenditure management to the village heath, uniformly pay wages to village docter monthly, and take pension after their retirement.Second, local government directly input policies and funding,build regional pension insurance system in rural doctors, co-ordination by the local government funding, village doctors to pay part of money used to pay,after that the government and personal pay the insurance proportionately every month,pension payment will send out after retirement.Third, In all parts of a country,as actual situation, relaxating the access conditions for existing old-age insurance, associating institutional adjustments and convergence,to make village doctors have insurance to choose.Countermeasures:To achieve the old village doctors have a secured, put them to work in rural health services without worries,it need to establish an improvement pension insurance system.It is suggested that clear the status of village clinic and the nature of rural doctors firstly,and to vigorously promote the integration of town and village institute as the primary way, through all levels of finance for rural doctors and special subsidies for old-age insurance,and the ways of merge to the existing social pension insurance system,to establish a suitable local pension mechanism for village doctors.Besides, it should also be efforts to increase the public health benefits,increase the income of the village doctor,and measures to reduce the pension burden,so as to properly resolve the pensions issue for rural doctors.
