In increasingly competitive health care market, medical and health services industry is a high-tech, high-risk, and advanced industry, the particularity of clients decides the hospital's responsibility and risk. Any activity of hospital will bring in corresponding risk, so the risk everywhere. It runs through the entire process of the diagnosis for patients, treatment and rehabilitation. Among them, the irrationality of clinical medicine has significant potential risk.According to literature reports, drug-induced diseases often account for 15% of population morbidity; medication accidents account for 30% of medical malpractice. According to the statistic of the World Health Organization, the numbers of deaths worldwide every year die from medication accidents for about 1/3. This is fully proved that avoiding the risk of drug treatment in clinical is significant.Currently the relatively well-developed hospitals depend on the work of clinical pharmacists to reduce the irrationality of clinical medicine, but relying only on the hospital and the work of clinical pharmacists to achieve rational use of drugs is not enough. And the risk of clinical medicine not only can occur in pharmacies, it also occurs in clinical departments, and even in other management aspects of hospital. However, research about how to prevent the occurrence of the risk in clinical drug is a blank at home. In our country, the primary medical institutions take on the clinic woke of common disease and frequently-occurring disease. And in grassroots medical institutions, medical institutions at county level are more comprehensive in management, I equipment and medical personnel. The project aimed at analysis and prospective study in the risk of clinical drug at county class medical institutions serving the public.This paper has identified the risk factors of drug use and has analyzed the possible risks in the process of clinical treatment through a survey of clinical use of drugs for a county medical hospital in different sections and in different titles of doctors and the comments for the typical prescriptions, and has proposed reasonable and effective measures in order to enhance the community-wide concern for the hospital administrators, medical personnel and related government departments and pay much attention to the risk of clinical responsibility for drug prevention to ensure the safety of the public administration.
