BACKGROUND:Public hospitals are important components of public service system of our country. Since reform and opening up, the numbers of Chinese hospitals have increased rapidly, public hospitals have been expanded, the service capabilities continues to be strengthed. the service levels continues to be increased. But the flaws and contradictions have become prominent more and more. For example, expanded scale and increased beds led to structural imbalances in the macro; uneven development of health care resources between regions led to a big gap of the medical service capabilities. Meanwhile, hospital resource consumption of health services also need access to financial compensation and economic benefits for the expanded reproduction. Therefore, improving the overall efficiency turns into the common concern of the hospital administrators, health carer, health care management organizations or companies, patients and their family members.OBJECTIVES:To evaluate the overall efficiency of the scale of 23 large general hospital from 2006 to 2008 using lots of statistical methods. To analyze the overall efficiency of hospitals using efficiency scores. To study the factors influencing the hospital performance through the existing research on public hospital performance. To explore the impact factors of hospital efficiency using the method of quantitative measurement. To provide scientific basis for reasonable adjustment of hospital administrators and macroeconomic policy-making of the health administrative departments.METHODS:Using the statistical reports of hospital management activities of the Ministry of Health, collection the indicators of scale and overall efficiency of 23 large general hospital from 2006 to 2008. Using SPSS 13.0 package, do the general descriptive analysis about the allocation of resources, the efficiency of medical care, health care quality, economic efficiency, burden of disease treatment in patients and so on. To evaluate the overall efficiency of sample hospitals using the TOPSIS method.RESULTS:①The medical quality and efficiency are higher. The resource allocation and medical efficiency have been devoloped fully. The overall quality of medical services is rising.②The total business revenue grow rapidly. The cost of per capita outpatient and inpatient continue to grow. The burden of patients has increased. The utilization of assets is not high.③The proportion of hospital health workers and employees decreased substantially. Lack of health technology staffing has some effect on efficiency of health care.④Hospital performance evaluation results show that the calculation has stability and reliability. The collection of evaluation index is simple, easy, and illustrates that the evaluation index system is operable.CONCLUSIONS AND SUGGESTIONS:①Optimize the structure of public hospital staff and improve the proportion of health professionals.②The financial conditions of hospital should be paid full attention.③Use the "evaluation index system of development and efficiency of major public hospital" to evaluate the hospital performance by comparing measure.④Compate the output of 23 hospitals and best ones, to achieve continuous performance improvement.⑤Focus the performance feedback.Make individual performance appraisal system.
