| Health is a citizen's fundamental right and is also known as ''natural rights''.1998 Nobel Laureate in Economics *Amartya Sen* pointed out that health is both the goal and the means of development. Basic health care can guarantee the people's right of access to health. China is the world's most populous country with 1.3 billion people. The party and successive leaders of the country all devote much attention to medical and health work. The put forward a series of principles and policies, take important steps and solved difficult problems which took those developed capitalist countries centuries to solve. After 30 years of reform and opening up, the medical and health reform of our country has got remarkable achievement. But the development of health care is still lagging behind the development of economy and other social undertakings. There is a sharp contradiction between limited health services and the growing health needs of people. In recent years, the life and health condition of farmers together with the health and epidemic prevention in rural areas are becoming obstacles to sustained and healthy development of China's national economy, and also the plan of building a well-to-do society. The party and the government have attached great importance to this matter. How to solve basic health care problems in rural areas which includes providing rural residents with safe,effective,convenient and affordable public health has become major issues that cause close attention. These are also the focus of our recent health work. Therefore, the establishment and improvement of basic medical service system in China is the key point in achieving our strategic objective-"the access to basic health care"First, this article explains the meaning of basic health care services. Meanwhile it discusses the theory of public goods,new public managements,managed care and the uncertainty of medical and health needs. It also deals with the theory of insurance demand and other related theories. That is the cornerstone of this study.Second, in this paper, literature studies, field surveys and other research methods are used to study the primary health care in rural areas of Beijing. The primary health care in rural areas of Haidian,Daxing,Miyun are compared which focused on the primary health care in rural areas the status of rural health services, cooperative health care, health resource allocation and the layout of rural health service organizations and agencies etc. The article will point out the problems that exist in primary health care services in Beijing according to the result of the research.Finally, this paper brings up a series of related measure to improve primary health care system in Beijing based on the present condition and development plan of the primary health care in rural areas of Beijing. The measures will be elaborated mainly from the aspects of the government departments and primary practitioners. |
