Study On The Mechanism Of Multi-sectoral Cooperation Of Anthropozoonoses Control And Prevention In China

Objective To investigate the present situation, methods and problems of multi-sectoral cooperation of anthropozoonoses prevetion and control in China and to develop the effective mechanism of multi-sectoral cooperation.Methods A combination of qualitative study and quantative study. Reference reviews, questionaires, field investigations, key individual interviews, focus group discussions (FGD)and Dephi method were used in the study.Results (1) Multi-sectors involved in the system of anthropozoonoses control and prevention are health and agriculture sectors, but other related sectors were involved in the case of important epidemic situations. The leadership of government should be intensified. The functions of related sectors should be in line without overlap and scarcity. Multi-sctors should be strengthened in the aspects of intercommunication. The routine administration organations should be insteaded of the mode of crisis administration. (2) China should increase fund for anthropozoonoses control and prevention, the local governments also increase the matching fund. The primary level sectors can not upgrade the capacity of personnel and technology in epidemic control. The mechanism of compensation in anthropozoonoses kill should be perfected. (3) Epidemic information should be shared by multi-sectors and its quality should be ensured. We shoul make good use of multi-sector information and intensify the alert capacity. (4) The work of anthropozoonoses control and prevention is a systemic project, it will not be controled effectively if health or agriculture secrors are responsible for it.The multi-sectors cooperation should be intensified and extended. Under the leadership of the government, experts and information resource should be shared by multi-sectors, the regular meetings and rehearses should be cooperated by multi-sectors. the baseline database should be established in China as soon as possible. Conclutions and Suggestions Under the leadership of government, health, agriculture sectors and the involvements of the whole society may be the effective mechanism for China anthropozoonoses control and prevetion. Health and agriculture sectors were key sectors in anthropozoonoses prevention and control. The governments should allocate health resource rationally , provide enough fund for those primary level sectors and intensify supervision on multi-sectoral cooperation.Epidemic information should be shared by multi-sectors.China should establish a national committee or work group for anthropozoonoses control and prevention and develop the policies for multi-sectional cooperation. Information and expert resource of anthropozoonoses should be shared among multi-sectors. Government should pay more attention to international cooperation and establish the systematical background database.
