Research On Performance Conceptual Model Of Rural Public Health System

Objective: Based on the theory of performance, combined with the role of public health and characteristics of population health, the study defined the definition and dimensions of rural public health system performance in our country. Then combined with the basic functions of the public health system of rural areas in the context of a comprehensive well-off society,and in accordance with the operation of a public health system, we conceived the framework and conceptual model of rural public health system performance of our country.Methods: We used literature research, logical reasoning and key personnel interviews in the research. We also designed the corresponding interview outlines for all kinds of interviewees who are come from different public health agencies,and conversations were recorded by the recorder.Results:Firstly, the purpose and role of public health determined the results dimension should be taken into account, and because of the inertia of population health status,the process dimension should also be considered when we assess the performance of public health system,in the view of sustainable development of public health system,we should also consider the ability dimension of public health.Secondly, the operation of public health activities determined that we should assess the performance of public health system from the four aspects: input, operation, output and effectiveness. however, because of the multi-reason of health and the opening characteristic of public health system, we must also consider environmental factors impacting on the performance of public health system.Thirdly, investment of public health include tangible and intangible input, the former contains capital, manpower and material , the intangible input includes policy, law, technology, education, information and management; the evaluation of public health operation should be based on the basic functions of the public health system of rural areas in the context of a comprehensive well-off society; the effectiveness evaluation is to assess the extent of the three goals that the rural public health system reached; environmental factors include medical security system, economic level, education, environmental protection and traffic conditions, etc. .Fourthly, the framework of performance evaluation of rural public health system not only includes input,operation,output,effectiveness and environment, but also contains the middle dimensions of efficiency and equity.Suggestions: (1) Determined the public health responsibilities of village committee ,county and town governments clearly , establish the responsibilities appraisal system;(2) Recognize the connotations of public health input , set up a concept of wide input for the public health;(3) When increasing the visible input to public health system, we should also pay attention to the construction of soft elements ;(4) Establish the performance management system in public health system, improve the own level of incentives;(5) Co-ordinate all the works to improve the level of population health.
