For making the medical and healthy administrative system reasonable, and health resources accessible, overall-industry's localization was stressed, in order to solve totally the problem of hard to see the doctor and expensive to see the doctor. However, there are a lot of obstacles when advancing overall-industry's localization as result of the inadequate understanding of concept of overall-industry's localization. How to resolve that problem and find a pattern which adapt to Chinese situation was put into schedule in pursuit of promotion of medical institutions reform in our country.Objective: To define the concept of the overall-industry's localization management of medical institutions, summarize the obstacles and pattern choices of advancing the overall-industry's localization management of medical institutions; discuss the countermeasures of advancing the overall-industry's localization management of medical institutions including its realizing path and the specific policies of the overall-industry's localization management for different kinds of medical institutions.Methods: (1) Through literature review, collect the research reports, laws and regulations and study literature about advancing the overall-industry's localization management of medical institutions and get to know their policies. (2)Through public policy analysis and stakeholder analysis, summarize its main obstacles and pattern choices in implementation. (3)Through the brainstorming and Delphi method, set up the implementation framework of advancing the overall-industry's localization management of medical institutions. Results: There are five obstacles in the process of advancing the overall-industry's localization management of medical institutions, which are concept obstacle, proprietorship obstacle, system obstacle, law obstacle and cognition obstacle. This study considers that concept obstacle and law obstacle are the two key obstacles. The study concluded that in order to advance the overall-industry's localization management of medical institutions, the government must amend the health laws and regulations, give the municipal health administration corresponding authority, which can plan, admit, supervise and manage all medical institutions within its layout region and doesn't changing their affiliation and investment channel. Currently, advancing the overall-industry's localization management of medical institutions there are four patterns to choose, the study thinks that "all-regulation & partial-running" is the best pattern of all. And the basic path to realize the overall-industry's localization management of medical institutions should include reforming the right of examination and approval, carrying out the system of graded responsibility, integrating the medical resources, strengthening the self-discipline of medical institutions through building health guild. The study also constitutes the specific management policies for different kinds of medical institutions.Conclusion: The innovation in this study is the pattern of "all-regulation & partial-running " about the overall-industry's localization management of medical institutions does not relate to the issue of property rights about non-health sector medical institutions, which through admittance, supervision and management to attain the goal of effectively integrating the medical resources, compared to the previous studies which regarded the property rights as the most difficult problem to resolve, this study has opened up a new way of thinking, not only scientific theory, strict structure, but also simple and feasible in practice. In most areas, it can be effectively implement within a short period of time.
