OBJECTIVES Refer the theory and technique about monitoring and evaluation for HIV/AIDS from the abroad and internal, then through the experts discussing, counseling and counseling, combine Yunnan's actuality, screening the evaluation indicators refer to different levels, the final establish the indicators system for HIV/ADIS prevention and control gradually. At last it will provide the reference information for the HIV/AIDS prevention and care assessment in different level government and organization.METHODS Collecting, unscrambling and analyzing the documents about momitering and evaluation for HIV/AIDS prevention and control, then establish the initial and basic category of indicators. Screening and adjusting the indicators through improved experts counseling, brain storm and special topic. Take the evidence research to collect indicators data and personal interview, the final authenticate the indicators' science and feasibility.RESULTS (1) Read literatures and establish the basic category for HIV/AIDS prevention and care, include the surroundings of policy support, management, prevention, treatment and care, orphan support. (2) Choose thirty six first class indicators and one hundred thirty two second class indicators by the experts consult.(3) The result of the indicators date collection show that initial indicators' definition are not conclusive, used lever is not distinct, not to match the actuality, single indicator need to collect many dates, etc.(4) Interview key persons from multi-department and suggest that the indicators should source duty objectives, integrate tightly the carry-out work, indicators needn't much and could reflect the progress and effect is good.(5) The experts discussion prefer that focus on indicators' sensitivity and feasibility, identify indicators based the government' strategy for prevention and care, to simplify the process indicators and focus on effect, sublimate evaluation efficiency.(6) To construct the evaluation indicator system for HIV/AIDS prevention and care. This system include support measure, prevalence test, primary prevention (knowledge pervasion and safe behavior, prevent the HIV infection), prevent second generation transmission (find and manage HIV/AIDS), four first class indicators and twenty three second class indicators.DISCUSSION AND SUGGESTION (1) The indicator should be formulated according to M&E basic theory framework.(2) Refer available indicator to set up unified indicator system, and sublimate the indicator comparability.(3) The evaluation indicators should be classify used, and satisfy the requirement from different level.(4) The indicators should base the routine information system for HIV/AIDS prevention and care.(5) The indicators are not unchangeable, they are adjusted to follow the change of strategy for HIV/AIDS prevention and care.(6) The results of indicators distribution and utilization are important element to come true indicators' value.(7)To strengthen the organization management and ability building of M&E, then assure to run effectively the indicators system.CONCLUSION Because through the relative precise prevalence estimation, definite crowd's routine test, and standard management could decrease the risk of HIV infection spread to AIDS, and provide scientific prevetion and care evidence. Contrast to national indicators, and increase prevalence estimation, infection management, and the effectiveness of prevention and care. The national M&E framework's indicators and provincial the evaluation of three years HIV/AIDS prevention and care both refer to this indicators system.
