In this article, we analyze higher medical education situation, which includes major structure, enrollment and graduate employment situation, and also analyze health human resources supply, age composition, educational career composition, and major structure, using the dates from enrollment message and Database of Heilongjiang Provincial Health Human Resources, Through prediction and analysis, we can find two contradictions between the difficulty for graduates to find jobs and lack of human resources for health, too much health human resources in towns but little in villages. In order to solve the mismatch, the research shows : the number of health human resources every thousand people have in 2010in Heilongjiang has reached country demand in total, but it needs improvement and strength at the view of the quality of health human resources. At the same time structural adjustment is needed, particularly adjust to nursing profession. Number in 2015 predicted of health human resources, health personnel and care professionals every thousand people have is in short, so it should be added. The number of higher medical graduates will reach 105655 from 2008 to 2015, but only 9611 are needed, proportion between supply and demand is 11 to 1, the supply of health human resources is absolute bigger than that of demand .But that is on the surface, actually some health posts lack of talent .So it is necessary for us to control the higher enrollment of students in medical colleges and take structural adjustment. According to the practice that higher medical institutions expand their enrollment, we believe that medical education has its particularity, strict industry-access system reminds us constantly : higher medical education not only aims at improving the quality of the educated, but also training professionals who can save anthers, life. Medical education must meet the needs of community's health .But recently the short-term behavior of some medical colleges expose problems exists in the scale of students'enrollment and professional institutions set in higher medical education. All these problems seriously affect the quality of teaching in medical schools in short term, but they affect development of higher medical education and demand of health human resources in long term.Advises we give as follows:(1) total principle for health human resources development are total control, quality enhancement, internal adjustments and coordinated development;(2) to implement strategy for the development of higher nursing education;(3) to control the enrollment of students in order to ensure quality of schools teaching ;(4) to meet the needs of social development, actively train talent social development much-needed;(5) vigorously strengthen medical basic education, improve the proportion of high quality talent;(6) to compress professional number, expand professional face and adjust professional structure ;(7) positive guidance higher medical graduates to establish new concepts of employment;(8) the development of higher medical education and need of health human resources should be matched.In order to solve the mismatch we give some suggestions, which can support government decision in development planning of higher medical education, it makes sure the resource works effectively and services society better.
