Public Health In The Ethical Vision

Globalization, environment damage, general association and the development of science and technology have changed the way of mankind's manufacture and life-style thoroughly, meanwhile public health also face many possible health crisis. Constructing the public health not only reflect the philosophy of people-oriented policy, but also the guaranty for economic development and harmonious society as well. Public health is promoted by whole society to ensure the health of everybody, which exceeds the traditional conception of public health. Firstly the thesis start from the perspective of life-integration to demonstrate the ethic foundation of public health, so human being should establish the conception of life–integration for public health. Secondly the thesis from the perspective of citizen to demonstrate that public health is the right as well as the obligation for every citizen, harmonization between the right and obligation is the essence of ethic, just as"everybody for my health, my conduct for everybody's health."Construction of the public health should through the way of initiate the value of public health, fair and rational system arrangement and the sequence of citizen's action those three aspects to build.
