Study On Performance Evaluation Indicators And Synthetical Evaluation Of New Cooperative Medical Scheme In Fujian Province, China

The State Council of the People's Republic of China made the decision to build the New Cooperative Medical Scheme (NCMS) in 2003. One after another, the exploration about the NCMS has been taken all over the country. And the pilot studies have been taken in Fujian Province since 2004. The government departments and researchers have taken many studies and evaluations in different sides, which have great help for decision-making department holding the whole information and advancing the policy. The synthetical performance evaluation indicators should take on not only universality but also particularity. The current studies can not be applied to all actual conditions of various areas.The study explores a set of comparatively practical performance evaluation indicators by referring the literatures and consulting the experts. The whole study program starts off the object of the NCMS, makes the system theory direction, makes the latest theories and practices reference, is combined with the WHO's health system performance viewpoints, syncretizes the WBI's health evaluation thoughts, aims at the NCMS's actualities and development trend, and thinks over the local conditions in Fujian province.The built performance evaluation indicator system comprises 29 items of maneuverability evaluation indicators, which are the fourth grade indicators and described with indexes, and evaluated by structure, process and result indicators which are the second grades and classified 3 kinds. The structure indicator comprises 2 items of indicators-organization construct and regulation systems, which are the third grades and include 9 items of maneuverability evaluation indicators. The process indicator comprises 3 items of indicators-raising fund, propagandizing and prompting, and supervising and administrating, which are the third grades and include 8 items of maneuverability evaluation indicators. The result indicator comprises 3 items of indicators-fund payment, system use, and cognition and will, which are the third grades and include 12 items of maneuverability evaluation indicators. The study gets the directions by experts'consultation to make the decision of the indexes'weights.In order to test the performance evaluation indicator system and make the evaluation contact with the actual work, the one year-data of the nine pilot counties has been collected and analyzed. And the data analysis skills consist of statistic descriptive, correlation analysis, regression analysis and cluster analysis.The analysis results are the following. The performance evaluation indicators have better independence and better representative. The synthetical index has better division ability, too. Moreover, the synthetical index is abided by normal distribution and can be classified by different objectives. The reference standardization may be determined by different objectives, and its achievement degree can make the problem direction. It can be seen from the analysis that there is distinct diversity and should be perfected continually.
