Chinese medical support system reform for urban employees brings new impact to medical hygiene, construction and development of the hospital. As a hospital, continuous adjustment, reform and development should be done so as to adapt the need of new situation and meet the increasing requirement of the content, method and quality of medical services from the society and patients. The important aim of the medicare reform of urban employees is to establish an effective system to control medical cost, therefore, the adequate utilization and reasonable equipment of medical resources could be realized, what's more, the waste of medical resources could be stopped from the base. Secondly, the system of reasonable sharing medical cost of employers and employees should be established. The basic medical insurance system should include units of different ownership and employees individual. It will be beneficial to increase the utilization efficiency of medical resources, to promote medical health service progress. It will be advantageous to reduce the cost of medical service and control the rapid increasing medical cost.Medical insurance system for urban employees runs not a long time. The highest pay limit of medical insurance cost has already been established. The enlarging choice of hospitals required that the hospital should standardize the medical behavior, improve the technical level and service quality and reduce themedical cost. However, the control of medical cost would affect the medical quality. It is necessary to study medical quality so as to keep medical quality and get better reform effect. Therefore, the evaluative research of medical quality is utmost important. Conventional medical quality is related with diagnosis and treatment quality, which includes accurate, timely, comprehensive diagnosis; reasonable, safe, effective treatment; treatment course; distress, hurt or burden from ill treatment. With the development of society, progress of medical science and conversion of medical mode, the content of medical quality is updated. Work efficiency in the hospital, reasonability of medical cost, unity of quality and cost. This research analyzes different indexes of medical quality and hospitalization cost of insured inpatierits. It supports the policy basis in order to control medical cost, improve medical quality and push complete set of reform measures.Research materials come from three military hospitals. Five diseases are selected as objects to evaluate the quality changes of medical service. It includes: acute appendicitis, calculous cholecystitis, cerebral apoplexy, pneumonia and coronary heart disease. Those inpatients caused by complication of the above five diseases are eliminated.Research methods and procedure:1. The social characters for both insured and uninsured inpatients are statistically described.2. The frequency distributions of hospitalization cost and stay length of different insured and uninsured inpatients are analyzed.3. In order to compare the average hospitalization cost in different circumstance, median is used to analyze it.4. According to different age and different hospital, death analysis of insured and uninsured inpatients is done.5. According to different diseases, the rate of insured and uninsured inpatients on different parameters of medical quality is compared.6. Multiple regression analysis is applied to evaluating the influence factorsof hospitalization cost.SAS8. 2 statistical analysis software is used to deal with all the data; the calculation is completed in the computer (Pentium III). Results:1. The gender balance between insured and uninsured inpatients is better.2. The hospitalization cost of insured and uninsured inpatients appeared apparently skew distribution; those inpatients under 60 of age, the hospitalization cost is increasing with ages but it decrease over 60 year's old.
