In China, health care undertaking is a kind of social welfare service, and hospital is the main provider of such service. After China's opening to the outside, with social and economic development, with the people's living standard increase, especially there are more and more old aged people available, people request a higher standard health care arrangement. Obviously, hospitals are not well prepared to offer satisfactory services to the customers. Main problems are, at the one hand, medical facilities are not enough, while patients have difficulty to receive medical advice; at the other hand, medical facilities have not been utilized well enough, with fewer than expected patients going to hospitals. Especially in rural areas, some basic health care problems have not been solved completely. In addition, with the market economy development, there are quite many hospitals choose medicine to keep daily operating, which means large part of doctor's income is connecting with the amounts of medicine prescribed, with the amounts of medical tests performed, instead of their medical ability and working performance. Furthermore, traditional health care model does not apply to the current situation. There are problems such as: the whole family benefit from public medical service, while actually only one family member has such right. It also increase financial burden to both enterprise and the government. And from time to time, government has little ability to support hospitals for further development, and hospitals have to choose unfair method to keep daily operating. In one word, the problems such as single medical service model, unfair and less efficient medical facility arrangement, and deep weakness of hospital system and structure will create dramatic negative influence to the medical reform and development.In order to solve above mentioned problems, from 1998, the government have issued "Resolution on Urban Employee Basic Medical Insurance System", "Guiding Opinion on Urban Medical System Reform" and other documents. With great effort, medical reform has been made certain progress. Until late 2000, basis policies of basic medical insurance for urban employees, multiple levels of medicine structure reform have almost been established. But during the process of health care reform and development, there are some new problems coming up. For instance, the development of hospitals is unavoidable. The new problems also hinder the medical undertaking to develop in a healthy way. So how to analyze the current problems and difficulties exited in the hospital development and reform, how to solve such problems with new ideas and strategies to make hospitals develop in a better way, to make hospitals provide health care service with good quality and fair price, is my starting point to choose this thesis for research.This thesis includes three part, the first part concerns with introducing the character of hospital and analyzing the current situation in hospital reform and development; the second part focus on the major problems that hospital are facing; the final part proposes strategies to solve the problems. Main contents and points are abstracted as following:I. Main problems that hospital are facing during medical reform and development1. Problems in urban employee basic medical insurance system reformHospital is not fully capable to survive in the market economy system; unfair medical service competition is getting tougher and tougher; low capital construction and poor management will drive most hospitals out of competition.2. Problems in medicine system reform1) Problems in current medical managementWith the development of economy, particularly with the development of market economy, such problems are more and more obvious. First, medical facility belongs to different authorities or areas, unfair arrangement leads to "big and complete" and "small and complete", limited resources can not be fully utilized.
