Hebei is a big province of fruits production, the sown area occupies the first place all over the country, and the output occupies the second place. The fruits industry holds a key position in the Hebei provincial economy development, Provincial party committee and government defines it as one of the three biggest pillar industries of agriculture and rural economic development. The development of fruits industry in Hebei has a significant meaning for fruits industry in China, and for agricultural economy development and new rural reconstruction in Hebei. With the fast agricultural development of Hebei Province, the quality of soil quality and how to realize the sustainable use of the land, and so on a series of questions become to the key aspect that restricting the agricultural development of Hebei Province.This article takes the fruits production areas of Hebei province as research objects, Through gathering soil sample of the study areas and defining each item of soil fertility target and soil environment target, using AHP to definite the weight of soil fertility evaluating indicator , using fuzzy mathematics to analysis the soil fertility of farmland in Hebei, and the single index method and Nemerow pollution index method is adopt to analysis the soil environment quality, draws the following research conclusion:1 The pH value of the study areas assumes the alkalinity, to a certain extent it will suppress the crops to absorb nutrient from the soil, and will become an important attribute that influence soil quality . The average contents of organic matter, entire nitrogen are somewhat low; and the average contents of entire phosphorus, entire potassium are high. The distribution of soil pH, entire nitrogen, the entire potassium in fruits production area are more homogeneous, and the change scope is not big.But the change scope of organic matter and entire phosphorus content is very big, and the distributes is not uniformly.The mean value of soil pH in Chinese chestnut planter area is 6.85 which is in the neutral scope; The mean value of soil pH in grape, pear planter area are 8.43 and 8.32, which are in the alkalinity scope. The mean value of soil pH in small jujube planter area is 8.61, which is in the strong basicity scope; The average level of organic matter in each planter area is quite close, all have achieved the medium level, but the organic content in four planter area has a big change in distribution. The average content of entire nitrogen is generally low, the distribution is also more homogeneous, the average content of entire phosphorus and entire potassium are quite rich, but the coefficient of variation of the entire phosphorus is above 40%, the content difference is big.2 Except the As content, the content of Cd,Cr,Pb,Hg is increases obviously compared to the soil heavy metal background value of Hebei, average content of Cd and Cr has surpassed the national soil background value, it is 1.51 times and 1.13 times of the national soil background value.There are 2 sampling points in 64 of Cr content have surpass the country limits standard.and 11sampling points of Cr content are close to the country limits standard,which is 17.2% of the total sampling points.The average content of Hg in grape planter area and the average content of As in small jujube planter area are high.3 The synthetic evaluation result of soil fertility quality indicated that: the soil fertility comprehensive level is above the second-rate in 31.1% of the fruits production area, the proportion of area that above the third-rate is 63%, the proportion of area that above the forth-rate is 5.9%, the soil fertility is bad, and waits for enhancing.4 The soil pH of Chinese chestnut planter area is in the neutral scope , and far lower than other three kind of fruits production area, the others is in alkalinity scope. The content of Cr in 2 sampling points is surpassed the country limited standard, and it is close to the country limited standard in 11 sampling points (17.2%), the average content of Hg in grape production area and As in small jujube production area are high.
