Yingkou City, which is adjacent to the Liaodong Bay, was once an area rich of marine fisheries. However, due to the destruction of the marine environment and over-fishing, a variety of economic fisheries are gone. Only jellyfish resources can form a fishing season, which becomes an important resource for fishermen in Yingkou region. With the scarcity of jellyfish resources, as well as the ever-changing market demands, the government and fishermen expect jellyfish resource conservation. The fishermen increase their income, which will be of help to maintian social stablilty and promote harmonious relationship between man and nature. Through the government's implementation of a comprehensive management of jellyfish resources conservation , it is found that the administration is faced with a series of problems, such as the old guidelines, high administrative costs , great inefficiency , and uncooperative behavior of people .The jellyfish is a coelenterate living near the mouth of the river which is salty-light with bottom sediment. The jellyfish is greatly influenced by the marine environment. The jellyfish is relatively high in economic value, and is very popular. The fishermen have an intense desire to catch the jellyfish. However, the marine environmental pollution and endless fishing render a sharp decline in the total amount of jellyfish resources.China has recognized the importance of fishery resource conservation and adopted a fishing ban, "two turn" (Transferring fishermen's Jobs), a ban on new fishing vessels, artificial reproduction and releasing and the like to control fishing intensity and strengthen the effective protection of fishery resources, while the cut-off fishery system is considered the most effective protection measures.The quality control of jellyfish resource protection in Yingkou region is affected by various factors, including natural factors, human factors, fishing capacity factors, economic factors and technical and market factors. Natural factors are the most important factors that affect project management, quality control of jellyfish. In early June, the jellyfish develops from butterfly-shaped body into David sting, and then the sting begins to grow into a sting in early August for breeding, the individual growth achieves maximum value. In early August, catching the jellyfish, as an important factor in quality control, can not only achieve the maximization of benefits, but can also ensure the sustainable development of resources.The excess fishing capacity is another important factor in impacting quality control of jellyfish resource protection management in Yingkou region. At present, with the increasing number of fishery resources in Yingkou region, and depletion of fisheries, the fishermen can catch almost no fish. Therefore, fishermen mainly rely on jellyfish fishing to increase revenue, and they have great initiative in jellyfish fishing, so poaching and the phenomenon of rounding up to catch the jellyfish occur often.At the same time, large fishing practitioner population, low quality of fishermen , small capability of "Industry Transferring" and great market demand affect the quality control of jellyfish resource protection, which have a certain impact on jellyfish resource conservation.Quality management objectives will be achieved through enacting local laws and regulations, carrying out closed fishing season management, charging resource compensation and implementing artificial reproduction and releasing, adopting the Matrix project organization, making use of material resources in a scientific way. All these are to ensure the province's unified catching, and to maintain the diversity of marine ecological resources and the sustainable use and development of jellyfish resources.The current administration should introduce advanced management theory and administrative behavior reform so as to adapt management tools and performance to current economic and social development needs. To achieve the current quality control management objectives, the PDCA cycle Control Act requirements can be followed to make a clear set of the process control of jellyfish resource conservation. It is expected to achieve overall control through the planning, implementation, inspection, handling the various stages of analysis and quality control.At the the planning stage, it is required to complete the guidelines of jellyfish resources conservation work , establish some organizations, clarify releated duties and tasks and implement artificial jellyfish releasing. At the implementation stage, it is demanded to finish the concentrated berthing of fishing vessels , the separation of ship networks from men and boats, and implement the alert systems, establish port accountability, strengthen law enforcement to combat poaching. Inspection phase is to consolidate the implementation phase , to strengthen control and management of emergencies, and to dispose of mob catching behavior by means of public security, border defense , the deterrent effect, and to set catchable dates according to weather, tides, and the growth of resources. At the last stage , in addition to ensuring the safety work, attention should be focused on making a thorough analysis of project management of jellyfish resources sconservation, and completing data statistics and qualitative analysis , which prepare for the next year's jellyfish conservation amendment.Quality control through the PDCA cycle process is currently the general form of administrative acts, which is conducive to the improvement of the working methods of administration, efficiency improvement, and the supervision of administrative acts. The management of public utilities should also actively explore the field of economic reforms, public utilities management theory and innovative methods , improve the efficiency of administrative work to make it more responsive to economic development so as to become the driving force rather than resistance force for economic development.However, through data analysis, it can be seen that there still exist some problems as for the current jellyfish resource protection project management. For example, from 2000 to 2009, the unified date for province's jellyfish catching is usually set in late July. Yingkou is in strict accordance with process control requirements to achieve a quality control objective of province's unified catching, but there are still a lack of necessary measures and means to achieve sustainable development and to ensure the diversity of marine biological resources.Mechanism innovation and updating methods are necessary. This paper argues that the single measures of banning fishing can not solve jellyfish resource depletion problem. This paper also puts forward recommendations for the theory and mechanism improvement to achieve sustainable development and quality control objectives. From the macro point of view, these improvements analyze national administrative theory and system , and explores whether the current administrative measures can correspond with development of times. It also proposed to eliminate the phenomenon that various government departments regulations represent their interests and the unfavorable effects of policies contradiction on the fisheries resources management. Other proposals include strong seasonal fishing ban, the spirit of fair administrative action; the establishment of protected areas of the Liaodong Bay jellyfish resource conservation , comprehensive system of jellyfish resources management; strengthening of fisheries converting switch process, the focus on developing aquaculture industry; implementation of the fishing permit "dual control" system to enhance the total fishing catch quota control, to explore the management and revenue transfer of "the high seas privatization". The next direction of research is the introduction of quantitative analysis, process control and other advanced Gantt chart project management theory and methods, establish a quality control system, management control model and the formula and make an in-depth study o jellyfish f resource conservation management in Yingkou Region.
