The Invasion of forest alien pests is considered one of the important factor which impacts the environment and economic of forestry development in Jiangsu Province. Preventing the spread of foreign pests through various means has become an important task. Now, using advanced 3S technology to prevent foreign pests had got a certain amount of technical and theoretical basic experiences, therefore, the establishment of a monitoring and warning website platform which popularizes knowledge of foreign pests and gives an opportunity for forest experts and front-line workers to public the latest points happening pests is an indispensable work for our country indeed. In this paper, by analyzing the surrounding areas of Jiangsu Province, we have built an integer basic network platform using WebGIS technical ways to meet the above requirements which called'Web of invasion of alien forest pests in Jiangsu Province'. In the procedure of developing we focused on the following techniques:(1)By using one of the most popular and mature Open Source GIS library called MapServer, which is used for publishing spatial data and interactive mapping applications to the web, making all visitors easily participat?? prevention job.(2)By using the ASP.NET technology which is the mainstream of network development in current, making all visitors access to the latest information of forest pests in this cross-platform. Also the server-side database can be modified anytime to update information, making front-line forestry workers able to gain the latest warning information to do their prevention job well.(3)By using the advanced database function of SQL Server, making all data in application in safe .So the workload of server-side reduced and the efficiency of maintenance work increased which lead to the sustainable development of this platform enhanced.(4)By researching the living environment for pests and the data in this platform, we can predict the spreading trends of several major pests in future. Researching results will be shared in the network to achieve purpose of universal monitoring and preventing. After comparing and testing many times, we believe that the implemention method of a GIS website using MapServer is a very efficient and spend-less while showing the occurrence of forest pests through an electronic map is also very intuitive and innovative. More importantly, forestry academic research can guide the forestry production more directly through this explore.
