| The region of Poyang lake is a chief base of commodity grain production and rice production which takes an important position in Jiangxi province, however, the frequent flood disaster pose a serious threat to the security of people's lives and property, as well as the rice production, it also hinder the economic development of the lake region and make a great impact on rice production.In this paper, the main research object is the impact of the flood disaster on rice production in the region of Poyang Lake. Adopting the theory of flood disaster risk management, taking a method of combining GIS and remote sensing technologies, it discusses three main aspects: the hazard of Poyang lake flood, the vulnerability of rice and the rice production loss affected by flood disaster. The purpose is to give a scientific basis for the decision-making of flood disaster prevention and reduction and it may profit the stability of agricultural production.The most effective way of flood control is the combination between engineering and non-engineering measures, "flood management" is an acknowledged conception in flood control. Flood risk assessment is the basis of flood management which consists of flood hazard assessment, socio-economic vulnerability assessment and flood disaster loss evaluation.According to the characteristic of lake-flood and the advantages of RS and GIS techniques, it has established appropriate indexes for flood in lake, and used the flood potential threat area index express the dike's influence of flood, and used the TM data of 1989 as a case study then obtained the indexes as the flooded area, potential threat area by flood, water depth of flood area.As a very important effected body in disaster, there is a lot of research about rice's vulnerability and the paper makes a sum-up about these researches' results. In the study area of Socio-economic vulnerability, the capability of region's flood disaster prevention and mitigation can not be ignored, so the design standard of the dikes around the lake is used as a indicator to reflect it then we can do some research about the influence of dike on rice production.Finally, the flood loss in July 1989 is computed and estimated on the basis of flood hazard assessment and vulnerability assessment. |
