| The investigation and analysis were carried out, through environment of Bijie district, application background, social benefit and problems of the Plastic Mulching technique on flue-cured tobacco. The results showed that, the Pastic Mulching technique on flue-cured tobacco play an import role in resisting natural disaster, such as low temperature, drought in spring and rainless in autumn. It make an affect with Plastic Mulching on flue-tobacco, especially increased the temperature in the soil and controlled the water and fertilizer, improved the physical and chemical character of the soil, decreased soil and water, lessened the diseases, pests and weed. compared with no plastic mulching, it increased by 1. 6-8. 6℃with plastic mulching , and soil water content increased by 0. 52- 13. 40percent in drought period and by 5. 4-12. 0 percent in rainy period. The application of Plastic Mulching technique brought significant social and economic benefit. Increasing the planting area, the high yield and quality of flue-cured tobacco would increase the profit and tax of the government, which also provide enormous high quality material to the cigarette factory .however, some of the farmers and workers are not well educated, their limit of technique, the high cost of the film, and the plastic pollution will bring many problems in the application of the Plastic Mulching technique. In the point of above, suggestions and countermeasures to those problems were discussed in this paper. high ridge, high pole sound seedling with deeply planting, slot ridge and plate ridge should be applied in the western area, while standard inter-planting wheat with tobacco technique, mulching in time, standard mulching and tearing-off technique should be applied in the middle and eastern area. During application, it is important to establish technique criterion and examine system, increased invested cost and make sure the program is carried out.
