The sustainable utilization of water resources is the base and core of sustainable development agriculture .The continue using of agricultural water resources will profound influence the continue using of water resources, and affect the sustainable development of the whole society, none but adopt scientific and reasonable technique and its countermeasures, the regional agronomic can sustainable develop better Water resources are short in our country. Agricultural using water accounts for about 70% of the gross of water resources. The using efficiency of Agricultural water is lower. With the economic development of our country, the urbanization level is progressing continually and the rapid increasing of industrial using water and agricultural using water, a great deal of agricultural using water are converted to industrial using and urban domestic using, Those result in a large amount of sewage and waste water are produced, this aggravated the crisis of agricultural using water resources.Aiming at the situation, it is very important to research on the rational water allocation. On the basis of literature review of the related researches domestic and abroad , and summary of the methods and theories of optimal water resource allocation ,The new four district of Tianjin is chose as the researched area town for its representative in this paper , and the optimizing utilization of agricultural water resources and the adjustment of cropping structure will be researched . The aim is to supply for basis decision of the agricultural water resources scientific utilization and the cropping structure adjustment. The main works are followed:1. Systematic analysis of the research status, levels, theoretical methods of water resources forecasting and optimal water allocation in order to establish the theoretical basis for the study of the dissertation.2. A multi-objective fuzzy optimization model for the adjustment of cropping Structure is established. With using AHP method ,the ecological environment's influence degree by planting different crop is quantified. The solution of this model is obtained through transforming multi-objective function into single object function by using fuzzy transformation and then seeking answer . It is satisfied with optimization result.3. After the decision of allsorts of crops'planting area, the water resources optimization linear programming model is established. In this model, taking year as Counting period, month as counting stage, surface water and underground water in Different stage as decision variable. Theoretic guidance is supplying for using surface water and underground water scientifically and logical.4. The water resources optimal allocation results are summarized and the perspective studies in the future are put forward...
