With the rapid economical development in China, each province put a lot of money to do all kinds of programs involved in exploitation and construction. These construction programs make the water and soil loss get more and more serious so the Chinese government and the whole society put more focus on it. However, at the same time, the research of water and soil conservation monitoring is still weak relatively. The present methods of water and soil conservation monitoring have some problems like bad common use and operationality. Also, as most of the report paper don't have specific illustration on the design content in the monitoring chapter, the situation of water and soil conservation monitoring in projects is not so optimistic.Centralizing on ground monitoring, the paper analyzes the various factors which lead to soil erosion during the expressway construction and determines the source of soil erosion. It also points out that the cutting slope and the embankment slope are the typical representative by means of analyzing the types of soil erosion.Choosing right monitoring sites is crucial. The paper gives the specific sites choosing methods by use of weighting factor value assignment and selecting principle rather than traditional viewpoints that sample space can be inferred from samples. The paper also proposes "spot monitoring of soil erosion modulus at certain timeinterval" which can reflect both dynamic changes of soil erosion and the effect and managements of soil and water conservation project in terms of changes and comparison of modulus. Frequency is also significant. It affects the economic benefit of monitoring. The paper shows the relationship between soil loss of different starting month and rainfall-factor according to their crossing analysis and designs appropriate frequency under different conditions.There are many ground monitoring methods ,but most of them are transplanted directly from the monitoring methods aiming at large areas.The paper carries on comparative analysis and designs the simple sedimentation tanks.Because of the close relationship between the ground monitoring and the prediction of soil erosion,the paper also introduces several common prediction methods and shows that the chief issue of prediction methods is the difficulties of determination of prediction model parameters resulted from data deficiency such as soil erosion modulus. And "spot monitoring of soil erosion modulus at certain timeinterval" just can provide systematic measured data for prediction models. Abundant data from persistent modulus monitoring of different areas and expressways can make the prediction appear to be verified.Soil and Water Conservation Monitoring Technology of communication projects is very important and worth studying. Because a perfect system of soil and water Conservation will reflect additional soil erosion in time so that measures will be put forward. Thus new soil loss and harm will be minimized and soil conservation benefits will be maximized, achieving the double win of the economy construction and environmental protection.
