Recent years, with the projects implementing, such as the continual construction and improvment of water saving in large Irrigation Districts, the irrigation water management level has been improved more and more, but still presented large gap compared with the modern management level, in particular, unreasonable distribution of irrigation water, lower technique for water transport and distribution, have caused low efficiency of irrigatin water use. Therefore, it is urgent to seek for an advanced and modern management method which can be applied to achieve scientific water distribution in real time with reliable dynamic information. The GIS technology, which is being popularied progressively, has been provided scientific and practical method to fulfil this needs.Eatablishing the visible management system and information treatment for the canal systems by integrated the GIS and irrigation COM Components, all kinds of irrigation data and basic information of irrigation district can be integrated into the digital map. Then through see about the map, the water distribution in canal system can be proceeded timely, precisely and directly. On the one hand, the GIS can be supplied the basic space data for the calculation of other system or irrigation model; On the other hand, it can be displayed the calculation results to users by space and visible method. Thereby which can be provided an assistant management and decision making support for accurate water distribution and provided a new-style, visible and high efficient management system for the administration of irrigation district.This paper has obtained the research results as follows:⑴Rather completely studied the requirement characters and existent problems of GIS in information management system of irrigation districs at present. Through the research of management method of canal information and COM technology, taking the typical irrigation district in North China(Baojixia Irrigation District of Shaanxi Province) as for the application object, according to the developing trend of GIS, has determined the scheme by using the SuperMap Object 5.0 to develop"Management system and information processing for the canal system", and put forward the designing target, method and thought based on the COM components. ⑵In terms of the standards as the"Database structure of non-space data of digital canal"and"Layer and its attribute of map of digital canal", and follow on the principles and methods for the database, adopt the SDB format of SuperMap to unite management. According to the 5 categories, as administrative boundary, canal system, vegetation, soil and irrigation, have established 17 data layers, link attribute datas with the ADO mode, to build up the database structure of the Management System and Information Processing for the Canal System.⑶According to the technical principles of COM components and the characters of crop water requirements calculating model, through the comprehensive analysis, the model database of crop water requirements(WRCCML) has been developed.That is, to classify and gather the model according to the different technical layer, thus the models have similar function will be realiszed in one COM component, which not only obtain the purpose let the system convenient and flexible, but also keep the systematization and integrality.⑷The functions of GIS'basic modules have been completed, that included the basic map operation, data transform, map's two-way inquire, handling attribute tables, map's compilation and special drawing's making, and the calculation of reference crop evapotranspiration(ET0),crop coefficient(Kc) and water stress coefficient(Ks).⑸Information sharing has been realized. Previously, the statistics information of the system are the datas and relevent materials related to social and economic activities which managed separately by different departments. After normalization treatment, they become an integrate system, which can avoid the case that information in different departments are independence with each other.And disaccord, difficulty in updating and high rate of error that resulted in separate management will also be eliminated.
