With the shortage of water resources in Hebei province increasingly, irrigation water for agriculture what is account for 70% in the total consumption is facing a serious crisis. How to develop water-saving agriculture,and improve irrigation efficiency of water resource is yet to be solved. This article first figured out water saving zoning;then put up further study of irrigation system optimization using mathematical methods. Finally we proved the feasibility of conclusion , with new ideas for Hebei's water-saving irrigation and crop development.According to the water saving irrigation zoning ,we could set down water saving irrigation program.On the base of climate character index, physiognomy shape, farm irrigation ratio, the degree of being lack of water and so on in the 16 zones for Hebei province,we formed agriculture water saving zoning index system, made up of originality matrix, separate handled maximal tree and transitive closure to cluster analysis for fuzzy cluster. The results indicated that this province can be divided into five districts. In view of the characteristics of the divisions,we brought forward every zone the water saving direction,strategic layout and key measures with the efficient use of local agricultural water , and used it foe guiding agriculture irrigation production. In the course of classification,we used a combination of qualitative and quantitative methods. Under Hebei's specific circumstances, we determined qualitatively the indicators,grades and scores. The index weight was adopted expert opinion. We went along a strict calculation for Composite indexes, so that zoning accorded with the actual local conditions.In view of the shortage of agricultural water resources in Hebei province, we explored the use of dynamic programming methods for crop irrigation in the non-irrigation system under the conditions of the optimal model. That is some of the irrigation water for crop growth stages and reasonable distribution to achieve optimal yield. We were based on the parameters of winter wheat in Hebei Luancheng. Model showed the influence status of irrigation water distribution for crop production under water-saving irrigation state. Using water production function's calculations of max,we determined the winter wheat's economy irrigation amount at different stages and achieved high-yield and high-efficiency irrigation goal. The established model offered a reference for future similar irrigation areas for irrigation water's Optimization allocation in various stages under some irrigation norm.After dynamic programming, we tried to use chaos optimization algorithm for optimal irrigation system design, aimed at improving the accuracy and speed for crop irrigation system design and provided technical support for the rational allocation of irrigation water. We used Logistic chaos pattern upon to produce a mutative scale chaos optimization method to solve water production function model for the optimization calculation. The application Chaos algorithms to optimize the design of irrigation systems,contrasting with the dynamic programming algorithm, proves that in some extent we can really improve the precision and speed of the irrigation system optimization design when using Chaos optimization algorithms.Irrigation water in Hebei has dropped year by year. Its analysis of trends for the management and development of the irrigated areas have been served as a practical guide. Using the theory of gray correlation analysis, we were seeking absolute relevant and the rate correlation, for quantitative comparison to irrigation water, and the relationship between rainfall and irrigation area. Analysis showed that irrigation water was close to the area of irrigation.The entire article showed that, Hebei should strengthen water-saving work, the district should adopt a -by- measures to resolve water crisis; and the non-irrigation of the crop science,could improve the efficiency of irrigation water to achieve the purpose of water conservation ; we should pay attention to the entire province's irrigated area reduction , which was a major factor for irrigation water's fall.
