Hulun-Beir Grassland is one of the most serious desertification areas in China, but Forest-steppe in there is the preferable preserved region at present. During the past few decades, the converse evolvement of entironment for local area, Beijing and Tianjin area, northeast and Great North China area had been accelerated by the rapid development of desertification and deterioration of entironment in Hulun-Beir. At the sustainment of spatial information and combination of fieldwork and literature-investigation, the paper apply in the mathematic means, landscape ecological methods, 3S technologies and modelling tools to study the LUCC from 1986 to 2002 in Hulun-Beir. This paper judged the location of forest-steppe in study area, also monitored and estimated the entironment for it. The main conclusions are followed below.Firstly, through the change analysis of land use and land cover, we can concluded that the degressive order of change area for each land-use types is cropland, grassland, woodland, unused, water body and built-up. The change of land-use types is related to change of cropland, grassland and woodland, and they account for 99.4% in total change area.Secondly, this paper analyzed the driving forces of land use and land cover. We can educe that air temperature, precipitation and other data supplied the natural background of land use change in study area. Human driving force had crucial effect on spatial and temporal change of land use in study area during these 50 years. Thereinto, increasing population and development of economy are fundamental reasons for reducing grassland, increasing cropland and series of land use change.Thirdly is judge the location of forest-steppe. In this paper, location judgements mainly depend on the change of vegetation and combine with GIS analysis. Through the method of build the signed species to judge the location and we deduce the signed species is Filifolium sibiricum. Lastly is the ecosystem health assessment. The paper applies NDVI as the main index to monitor the entironment of each county in study area. We finded that counties main covering with woodland had the best health status, and counties main covering with hungriness grassland and woodland had comparatively bad health status affected by climate factors.Entironment in partial study area had been meliorated, but the durative and exasperate trend in whole area had not altered at all. None but adopt rational measures and vigorously enhance the management of entironment in study area; only in this way can we meliorate the health status of ecosysytem.
