The management of forest is a permanent subject of the development of modern forestry. The management of Secondary forest is the key job to promote sustainable forest management overall in China. Transformation of secondary forest management in China, improve the forest structure, improve the ecological and economic benefits, that is an important part of restoring natural forest resource and achieving sustainable development strategy. Pinus massoniana that resisting barren, distributing widely and producing a wide range, enjoying warm and humid environment, is a tropical tree species for Subtropical,but the low-quality and low-benefit secondary pinus massoniana that is a natural secondary forest with irrational structure or the system components missing, widely distributed in the upper-middle reaches of Yangtze River. For the construction of ecological forestry projection of Yangtze River, the focus of forest management has been transferred into the management of plantation and the rebuilding of the massive low-quality and low-benefit secondary forest.With the wide application and development of computer technology,provides new methods and technical support for Pinus massoniana secondary forest management.The article discusses status of forest resources and potential for forest growth of study area, The rearch established the analysis, evaluation, decision-making model under the growth model by using the site quality evaluation Model, the pinus massoniana growth model and so on.According to the direction of forest management, the management measures and the business objectives, we set up the management and control model of low-quality and low-benefit secondary pinus massoniana by using the principle of simulated annealing. Based on advanced technique—Microsoft Visual Basic 6.0 and Access Database, established the management and control Simulation System of low-quality and low-benefit secondary pinus massoniana (PLLSFMCSS), which is principled, operability and high decision-making. The major findings are as follows:(1)The research analysed the causes of low-quality and low-benefit secondary pinus massoniana, the transformation model of secondary pinus massoniana were proposed, designed the functional structure of low-quality and low-benefit secondary pinus massoniana by the principles and objectives of management control。(2)The research established system diagnosis module, business objectives module, module management measures, stand growth module, forecast harvest evaluation module for the management and control simulation System of low-quality and low-benefit secondary pinus massoniana. By running the function module, you can call model to making decision analysis, achieve information management in small classes, site quality assessment, silvicultural technique to determine, growth prediction, harvest forecast and forest management decision.(3)The research took the secondary pinus massoniana's data of Changsha, Hunan Wangcheng experimental area as an example,runing the system of PLLSFMCSS, system can solve the optimal stand management control strategy for the maximum stand volume, the best soil and water conservation function and the maximum stand biomass.In the system, if you enter stand factors related to pinus massoniana,the system can automatically find the optimal operating control strategy for any of the pinus massoniana forest of the real business objectives,meanwhile the system can simulate the stand growth.
