In order to implement the licensing veterinary system, in 2009 10th, MOA implemented Experimental National Veterinary Licensing Examination (NVLE) in five provinces, and completely succeeded, which has provide valuable experience for nationwidely NVLE which carry out immedately in future. It is a new work to in charge of examination management for veterinary department. Even though the government implemented a series of management rules and specifications, forming a preliminary examination management mode and operational system, but it involved many other factors such as agency coordination,resource allocation technology,and real conditions and so on. It is necessary to formulate appropriate plan and management rules step by step to maintenance examination fair and impartial to achieve the maximum social value of the examination.Unified veterinary licensing examination is put into execution for a century by most common developed almost a country.The management and operation procedures of the examination are very mature and it is worth to learn from for us. Combined with our present veterinary management system, examination system, management mode, operational procedures and the actual conditions, the paper analysis the weak sides of current National Veterinary Licensing Examination in our country and the way that is urgent to improve by studying the North American Veterinary Licensing Examination rules in order to give some suggestions to our government and to improve our existing test management status.By studying the rules of management and operation of NAVLE, the paper summarizes four traits in examination management:First, the examination combining college certification with assessment. Second, developing diversified examination management mode. Thirdly, informationize examination management. Fourth, humanized examination management. With advancing of the management mode and operation procedures, the NAVLE save a lot of social resources,reduce risk factors and operation cost,meet the interests of the vast number of candidates and realize maximization of examnation value.thus make the exam more fair, impartial and authoritative.At present, in our country, the veterinary licensing examination is at the initial stage, examination management and operational procedures has only just been established, it is not yet fully established or fully consolidated. During the traditional exam management phase, It has some traits as follows:First, a single test administration form with lack of linking with educational services. Second, the exam management process is very complicated, its costs are relatively high. Third, the examination security risk is high. Fourth, it is lack of professional techniques for exam management。Sum up successful experiences abroad, according to our country current status, this article raise some urgent questions to sovle and some necessary management rules to develop in the process of our country veterinary licensing examination:First, developing certification and assessment for educational institutions, integrateing professional education with licensing examination,and developing certification plans,formulating college-accredited indexes,assessment elements step by step in the stages. The second is to find and coordinate external examination management institutes, to assist examination administration and share common resource, and gradually establish professional coordination mechanism, to improve our current examination situation with single form, complex process and large security risks. Third is to the establish innovative examination management system gradually with professionalized, informationized, humanized management mode, to improve examination management efficiency.
