At present, what is the whole human-being's living environment relying on to maintain and improve? It is the way that human-being use forestfire prevention resources effectively and duratively in order to insure the forest resources can duratively develop. The author bring forward fire prevention resources' optimum, which will impel the decision maker ulteriorly to know and master the forestfire prevention resources' structure and its using and attemper. In order to realize forest resources' durative developing on whole hog, the decision makers will manager and attemper the forestfire prevention resources more reasonably and economically.Guangzhou is a international flower-city. Its landform is very complex, its light and wormth resource is very abundance. Its forest area is very large, its forest stand is single. So Guangzhou is very easy to occur forest fire. Therefore wo had to design and build a forestfire prevention system having complete function and being economic.This paper starts off from the rapport between the human-being and resources' durative developing and using. Its goal is to offer scientific reference for reasonably planning and management controlling the fire prevention resources. The paper uses for reference and combines dependent region's science, for example: overall planning, fuzzy theory, linear programming, economics, landscape ecolopy ect. Based on fire prevention resources' own characteristic and its spatiotemporal distribution rule, the author all-sidely analysizes and discusses the fire prevention resources' optimum distribution(especially for water resources).The author systematacially brings forward the notion and intension about the fire prevention resources including tits mainly construct and each parts' mainly function. This paper is based on guanghou forestfire prevention resources distributing, it combines fuzzy theory and forestfire prevention resources' own random variation. Using for reference senior experience, the author abstracts the fire prevention resources optimum distribution to the theoretical model and builds up reasonable and scientific evaluating indicator and function. Then based on theory , the author studies and determines each constraint conditions which effect the forestfire prevention resources' distribution.
