A common hydraulic problem in the low-head water conservancy projects is energy dissipation of low Fr number. The characteristics of which is low efficiency, large waves in downstream and serious erosion to the shore. How to solve these problems is a difficult problem of the low-head hydraulic projects at present times.To study the problems of low head dissipaters, the k-εturbulent model and VOF method are used. By math simulation to the USBR-IV type, ISI type, SAF type and T type, the dissipation efficiency, fluid dissipation and cost are compared between above types. Then the best dissipation devices are adopted. Energy dispersion block is one of the main parts of the dissipation device. In order to improve the dissipation efficiency, a new type of energy dissipation block is designed. From the flow pattern, flow velocity distribution and dissipation efficiency by numerical simulation, the optimization is done. Compared with the traditional energy dispersion block, the scientific and theoretical support for engineering can be provided.The results showed that under the low Fr number, the new type of energy dispersion block is better than the traditional one. At the same time, the new type is easy to construct and the construction quantity is small. It is safe to use under low Fr number fluid condition and can be used on practical usage.
