Research About I/M System Implemental Scheme Of Road Transportation Industry Aiming At Energy Conservation And Emission Reduction In Shaanxi Province

With rapid development of automobile industry, energy shortage and many environmental problems were inevitable appeared although economy was promoted.For example, pollutant generated by vehicle during running was known as "top killer". In order to control automotive emission, two methods have been taken throughout the world:one way is to formulate more and more stringent regulations and standards for vehicle pollutions; the other way is to develop emission control devices and to raise the level of engine technology by automobile manufacturers, coped with the improved quality of fuel, so as to meet emission standards in different periods. The experience of developed countries indicates that I/M program, short for Inspection and Maintenance program, is the most scientific,economical and efficient measure to control emission from in-use vehicle.This paper, first of all, introduced the status of domestic and abroad motor-vehicle emission control, focusing on the I/M system in detail and analyzed its effect. Secondly, based on the vehicle maintenance specification in China, the paper mainly discussed the correlations and differences between I/M program and maintenance specification. Futhmore analyzed the road transport industry aiming at energy saving and emission reduction and inspection status of commercial vehicle in Shaanxi Province, the result shows that the implementation of I/M system is necessary and feasible. Finally, based on successful experiences abroad and combining the fact of Shaanxi Province, the article establishes the scheme of I/M system and designs relating technical details about I/M program for Shaanxi Province which includs implementation of the I/M system, technical specifications, inspection items and methods, technical support system, quality control and quality assurance systems and information management system etc. In long run after implementatio of I/M system in Shaanxi Province, energy conservation and emission reduction in road transport industry can achieve at last.
