With the urban social and economic development, the Urban transportation Problems have become increasingly severe. it's a inevitable choice to develop public transportation and carry out "bus priority" strategy for our city's traffic congestion problems. Public transportation priority development included policy, management, infrastructure, priority technology implementation and so on, which is a large and complex systems engineering. Based on the analysis of urban public transportation priority system's theory, the research focuses on the bus priority at intersection, in order to reduce delays at road intersections, improve public transportation trips Punctuality and service levels, ensure the city's future health and sustainable development.Firstly, the thesis made a detailed study of intersection's space bus priority. Analysis variety imported road bus lanes'set method and applicable conditions, and Studies the pre-signal control program's design according to the Sawtooth-shaped road bus lane's works.Afterwards, study of intersection signal priority control method was conducted. At present, the signal two-layer fuzzy control at intersection integrated bus priority ideas, but can not be achieved the signal phase and sequence's real-time adjustment, which have some limitations, so based on the combining of fuzzy control principle and bus priority idea, at the same time considered the signal phase and sequence's real-time adaptive choice, the thesis proposed a three-layer fuzzy control method at intersection. Further integrated adaptive selection of the number of signal phase and proposed a new Multi-layer fuzzy signal control method of Phase variable; basing on bus priority, This method can reduce the delay of transit vehicles and will not hinder the social vehicles'benefits, which reflects the concept of "people first" ideology.Finally, a model of three-layer fuzzy control and Multi-layer fuzzy signal control method are built with the assembly language of Matlab. Compared with timed control, pre-signal control and two-layer fuzzy control, analyzed these signal control methods'advantages and disadvantages of reducing average vehicle delay and average Passenger delay and it indicated the three-layer fuzzy control method and Mulit-layer signal fuzzy control method have features better controlling of signal intelligence control.
