With sustained economic development, China's road construction has achieved tremendous progress, as well as the road network improvement. Along with these achievements, however, some roads fail to achieve their functions, and the road network system is unable to reflect its functions obviously, leading to waste and irrational allocation of transport resources. This article chooses unimpeded capability, one of the road network system's basic functions, as the object, aims at solving practical problems of road network unimpeded capability, so as to optimize road network functions, promote its efficiency and adapt to regional economic development.This article aims to study unimpeded capability and takes unimpeded capability in triangle road network for example. Firstly, based on matching relation between traffic flow and transport flow, this article analyses the underlying causes for congestion and unreasonable unimpeded capability, then proposes corresponding optimal design. Secondly, in view of life cycle theory, it studies unimpeded capability optimization theory from three levels, which are decision analysis optimization, program comparison optimization, decision analysis for building project separately. Finally, it offers an optimization case study of local road network in Shandong Province. Through studying optimization theory for unimpeded capability in typical triangle road network, this article aims to solve practical problem, improve and optimize road network system functions, promote road network efficiency, so that it can provide theoretical guidance to road builders and operational decision-makers. In addition to this, it has theoretical and practical significance for sustainable, healthy and harmonious development of road network in China.
