Urban road traffic incident can cause traffic congestion even traffic jam, affecting people's daily lives and work.. Rapid and accurate detection of road traffic incidents, can help road managers to ease the traffic congestion. It has important significance for urban road management. The paper collect vehicle real-time information by the GPS floating car and used the speed as detection parameter. The fuzzy detection algorithm was used to detect the traffic incidents, form this, it can provide accurate information for traffic manager.Firstly, the paper summed up the development of floating car technology, introduced the features of floating car and coverage of floating car. The paper demonstrated the important status in the field of traffic information collection, by comparison with fixed collection technology, and summarized the advantages of the floating car collection technology.Secondly, the paper analyzed the structure of GPS floating car traffic information collection system, described the function of each part of the system, analyzed and studied the key technologies of the system. The paper focused on the GPS floating car location technology, collecting and processing technology for traffic information. The GPS floating car stored the location information and processed traffic information (latitude and longitude, speed, time) by receivers in the data store. Then the information is transmitted to the traffic information control centre through the wireless communication network. In the traffic information control centre, after the collected data was analyzed, chose and filtered, the collected information appeared in the electronic map by map matching technology.Lastly, the paper chose the speed of the GPS floating car as the parameter for traffic incident detection. through analyzed some average velocity model, it used curve fitting technology and processed data to elicit average speed. After that, the paper could detect road traffic incident by using the fuzzy detection algorithm. For the road that has long distance and traffic condition changed rapidly, the paper proposed using road crossing as dividing point, could get the average velocity. Then the membership function of fuzzy detection algorithm was used to infer traffic incident. The experiment proved that the approach in this paper can detected the road traffic incident accurately, it had best practical value.
