Shandong coast, located in China's Yellow Sea and Bohai Sea, is the major channel of ships in and out of Bohai Bay and of the sea transportation of north-south logistics. With the development of coastal economic and the regional advantages that exploit to the full, the shipping industry of Shandong has entered a period of rapid development, water transport has become increasingly busy, and thus ship traffic safety has become an important issue to face. The essence of the coastal public route is a form of ships'routing which plays an important role on avoiding or reducing water traffic accidents, ensuring safe navigation, improving the efficiency of vessel traffic and so forth. The scientific planning and effective implementation of coastal public route is the urgent practical problem to be resolved in achieving sustainable development of marine traffic.Mentor's project "Study on the planning of public route and anchorages along Shandong coast" as the basis, through literature review, field research, expert advice and other ways, the theoretical studies and practical applications of the coastal public route and ships' routing were learned about. According to research data, the navigation status of Shandong coastal waters was analyzed, including the navigation environment, maritime traffic accident and ship traffic flow statistics, finding the natural factors that affecting ship safety, studying characteristics and causation of accidents, also clearing the rules of ship activities and the route convergence zone. On this basis, combined with survey results, learning from the method and thinking of ships'routing, the implementation plan of public route along Shandong coast was designed which used the combination of two forms that recommended route and warning area, the sharing included three parts that Yellow Sea, the west and east area of Bohai Strait which were planned for 35 recommended routes, moreover three new warning area in the gathering areas of main routes were planned. Cross-iteration method of fuzzy pattern recognition was applied to rationality verification of planning scheme. Visual C++6.0 as a platform, fuzzy cross-iteration model was converted into ways of computer-aided implementation, the optimal weight vector and the optimal fuzzy recognition matrix that satisfied the requirements of iterative precision were obtained with, further level characteristic value model was applied, level characteristic values of each public route indicated that the risk was basically below the level of "general", overall level characteristic value of public route along Shandong coast was 2.898, indicating that the risk was between the level of "low" and "general", in keeping with the original intention of the public route planning, thereby the rationality and credibility of planning scheme were verified.Drawing on existing research results, the public route planning programs of Shandong coast was proposed, cross-iteration model of fuzzy pattern recognition was applied to verify the rationality of planning scheme by computer-aided implementation. The planning and implementation of the public route program has important practical significance on improving the efficiency of vessel traffic, ensuring navigation safety, and promoting the sustainable development of maritime traffic. The rationality verification of route planning was provided with a scientific guarantee and a new way of thinking and method by the selection of fuzzy cross-iteration.
